The Steelwatcher Helmet can be discovered on a table [X: -276, Y: -135] inside the Steel Watch Foundry of the Lower City.

So, to secure the helmet, you’ll need to venture to the western part of Lower Baldur’s Gate City, highlighted on the map above, and gain entry to the Steel Watch Foundry by unlocking the door. Unlocking the door requires passing a 20 DC Sleight of Hand check, and once you’re successful in doing so, a cutscene will unfold.

Given that the vicinity around the factory is guarded by hostile Steel Watchers and other Gortash guards, you have two options: sneak inside to collect the helmet unnoticed or engage in combat and defeat the guards.
